Congressman Henry Cuellar (D-TX28) and U.S. Department of Agriculture (USDA) Rural Development Under Secretary Lisa Mensah today announced that Encinal Water Supply Corporation will receive $30,000 in federal funds to complete a Preliminary Engineering Report and Environmental Report.
